      Prior to finalization of Construction Contract, review the bid documents and prepare a Constructability Report. Review and approve shop drawings, material, and test samples, and requests for information submitted by contractor and recommend approval of contractor’s invoices, recommend owner action on any claims for additional cost or time extension. Witness all material tests carried out at site. Prepare scope of work and cost estimates of for potential change orders. Review contractor’s cost proposals and negotiate an agreeable cost for approval by the (GOV) and submit Monthly Progress Reports with emphasis on early warnings to avoid delays in execution. Monitor approval and receipt of all operations and maintenance manuals, as-built drawings, permits, affidavits. Prepare final inspection report according to the requirement of (GOV).The Construction Supervisory Staff shall secure and transmit to the (GOV) all keys, manuals, record drawings and maintenance stocks.       The Panama Canal Expansion Program broke ground in September of 2007, after overwhelming approval by a public referendum.
