Stephanie was a student of mine at Johns Hopkins University and I had a change to review her very well researched and argued thesis. It deal with an important issue in American politics namely campaign finance reform and the so far lacklustre efforts to reform the Congressional election system. Stephanie argued for the need to take seriously Justice Brandeis's idea of the states as "laboratories of democracy" by looking at what worked on the State level. She argues for a more incremental and gradualist approach to reform rather than radical overhaul proposals which are impractical. Stephanie made her case with a sense of mastery of her subject, evident work ethic, and competence - qualities I am confident she can bring to bear more broadly in a wide variety of tasks which require research skill and articulate writing.
