  Provided policy guidance to the California Office of Emergency Services on their Homeland Security Strategy and to the U.S. Coast Guard on the Navigation and Vessel Inspection Circular on Cybersecurity. Designed, conducted, and facilitated a tabletop exercise testing the Security Division’s standard operating procedures surrounding a Maritime Security Level increase. Served as a member of the Surface Transportation Security Committee and Area Maritime Security Committee. Developed local policy relating to drone flight permitting in the port complex to protect public safety, and trained law enforcement officers on the drone threat and drone interdiction best practices. Designed and presented a series of trainings on improvised chemical and biological agents as well as CBRNE response procedures. Served on the Exercise Planning Team for the U.S. Coast Guard’s annual Area Maritime Security Training and Exercise Program full-scale exercise. Collaborated with the Naval Post Graduate School Center for Homeland Defense and Security to conduct an executive level seminar on Defense Support to Civil Authorities capabilities and the balance of emergency response and business continuity.
