During my time at CEP, I coordinated with Scott on several projects. I grew to depend on his insights, and I still call him often for his feedback and perspective. Here is what I value especially about how Scott thinks: He immediately grasps the big picture; he is great about filtering through a welter of confusing information to find the relevant nuggets; he never loses sight of project outcomes and always questions whether X action will in fact lead to Y results; he understands contingency plans and how to anticipate unintended consequences (read, he understands all nuances of tactics and strategy very well); and, he has an excellent sense of humor.

      The Office of Appointments assists the Governor with the appointment of more than 2,500 individuals to serve on Kansas’ nearly 200 boards, commissions, and advisory groups, in addition to key appointments to cabinet and agency positions. Nearly all are prescribed by statute or executive order and include specific requirements, but not uniformly so, including party registration, location of residence, professional experience or certification, etc. The work requires close coordination with all Governor’s Office divisions and staff and close coordination with external stakeholders, including the Office of the Senate Majority Leader, The Secretary of State, the Kansas Judiciary, all cabinet-level and non-cabinet agencies, the Kansas Bureau of Investigation, and industry and sector-specific organizations and advocates. The work involves PII and other extremely sensitive and confidential information. The Governor tasked me with identifying candidates for appointment to boards and commissions who were qualified, competent, and committed to public service, and to give talented and committed Kansans equal access to critical positions in service to our state. The overall board and commission gender ratio Governor Kelly inherited in January 2019 was: • 37% women (2019 U.S. Census est. for KS: 50.2%) • 63% men (2019 U.S. Census est. for KS: 49.8%) By June of 2021, the gender ratio on state boards and commissions was: • 44% women • 56% men When measured against U.S. Census and historical benchmarks, Governor Kelly’s appointments to date represent a significant (historic) increase in the appointment of qualified women and people of color to Kansas state boards and commissions, illustrating her intention to more accurately reflect the state and her commitment that state government should reflect and serve the full diversity of qualified Kansas residents, communities, and talent.

      A 501(c)(4) organization formed to support a clean, secure, profitable energy future for more Kansas farms, businesses, and communities and for the benefit of all Kansans. Our members shared an interest in energy sources that (1) are cleaner than the current portfolio, transferring fewer public health and environmental costs to future generations; (2) enhance energy and economic security at all levels, but with primary concern for state and regional realities; and (3) provide more robust, accountable, and sustainable employment, investment, and economic opportunities responsive to true local needs and resources. Our members also believed in balancing these priorities when creating accountable public policy. For GPACE “energy” meant a focus on electricity, and usually at utility scale. While our work started with organized and collaborative opposition to a specific coal plant, it broadened beyond that single project. In response to that proposed project, and in partnership with the office of Governor Sebelius and a broad coalition of local, regional, and national organizations, we built and maintained a broad, effective, and tenacious advocacy program and coordinated contacts with press, agency staff, legislators and other elected officials, lobbyists, legal experts, technical experts, and various environmental advocates to effectively counter pro-coal tactics, drive the public discussion about Kansas energy choices, and define the focus of the coal plant debate. GPACE undertook direct lobbying; policy development; grassroots advocacy and organization; public events and presentations; intervention in rate regulatory dockets; participation in IRP processes; participation in environmental regulatory proceedings; earned media efforts and relationships; paid media campaigns; non-traditional and social media projects; email, postal mail, phone, and door-to-door canvassing operations; and polling and research, along with multiple informal actions and discussions.

Founded by Wes Jackson, the mission of TLI is to develop an agricultural system with the ecological stability of the prairie and a grain yield comparable to that from annual crops.
