Was responsible for the development, implementation, contracting, budgeting, evaluation, auditing, and grant compliance of all new disaster mental health and healthcare volunteer programs under the federal Hospital Preparedness Program (HPP) grant from inception to full program development including: o Facilitated a multi-disciplinary team including EMS healthcare agency staff, HPP hospital and clinic partners, and key Health Agency stakeholders to develop policies, plans, programs, procedures, evaluation, audit criteria and training to address the disaster mental health needs of patients and healthcare staff. Program highlights included: - Project Co-Lead for the Family Information Center Planning Guide for Healthcare Entities Winner CESA Silver Award (2013), and IAEM Business and Industry Preparedness Award (2014) o Developed and managed the federally mandated disaster healthcare volunteer program for the EMS Agency from inception to full program development. Managed all aspects of the program including, budgets, contract scope of work, grant compliance and deliverables, written policies, procedures and plans, and supervision of a multi-disciplinary contract staff responsible for volunteer management, marketing, annual volunteer conferences, and development of the multi-year training and exercise program including: - Ongoing coordination with other Disaster Healthcare Volunteers (DHV) partners including the 81 hospitals and 33 clinics who participate in the LAC HPP grant, LAC DPH, State EMS Authority, Hospital Association, to sustain the County and state-wide system to recruit, register, credential, track, and deploy volunteer health, mental health, and other professionals for hospital disaster response.

Managed the Disaster Services paid and volunteer staff responsible for disaster preparedness programs including disaster planning, government and voluntary agency liaison, training, and community disaster education. Supervised the disaster activities in seven District offices. Supervised the (120 member) volunteer Disaster Mental Health and (60 member) Disaster Health Services teams. Worked with volunteer Chairs on preparedness tasks, team meetings and training, volunteer recruitment, and collaborative relationships with outside organizations. Ensured delivery of quality physical and mental health services to disaster victims and staff. Coordinated the development and expansion of the Spiritual Care Team (Chaplains). Member of the national Red Cross disaster response team (DSHR) as a Disaster Mental Health Services Manager. Responses included:o Disaster Mental Health Assistant Officer, September 11 Terrorist Attacks, 9/11-11/01: Coordinated the local mental health response to the terrorist attacks with team leadership and the County Department of Mental Health. Met grieving families at Los Angeles International Airport (LAX) and supported airport reassurance teams and Employee Assistance Programs. Closed the Red Cross mental health operation. Facilitated long-term mental health follow-up for clients and staff.o Disaster Mental Health Officer, Southwest Airlines Incident, 3/9-3/18/00: Worked with 18 members of DMHS teams in LA, Pasadena, and Nevada to coordinate 39 mental health referrals for passengers and family members involved in the incident at Burbank Airport. o Disaster Mental Health Coordinator, Alaska Airlines Ft 261 Air Crash, 1/31-2/9/00: Coordinated the staffing, orientation, and deployment of 60+ Disaster Mental Health staff to the Family Support Center in LA and the Recovery Site in Ventura.
