Provided dynamic leadership in the management, implementation, and adaptive learning of the three-year, $3 million One Window for Citizens (OW4C) Project in Cambodia. The project pilot tested civic tech innovations to stimulate citizen engagement, comprehension and awareness of, and demand for quality public services offered by the government’s One Window Service Offices (OWSO) in Cambodia. In the first year of the program, tools for those with and without access to the internet were developed and launched providing information on services provided (application requirements, fees, and standard delivery times), application status tracking, and customer feedback on the services provided at the OWSO. These tools were paired with established social accountability measures, directly working with the citizens and local governments to receive data and identify and prioritize areas for service delivery improvement. Used and appreciated by Cambodian citizens, at the close of the project NGS's Cambodian implementing partners assumed ownership of the tools, which now continue to serve Cambodians to this day.

Provided technical leadership and regional representation for the USAID Emerging Pandemic Threats Program’s RESPOND Project in the implementation of its activities in the greater Congo River Basin and its two offices in Kampala, Uganda and Kinshasa, DRC. Managed the development and technical delivery of a $12M regional grant portfolio and related technical programs to increase the capacity of East and Central African governments to detect and respond to outbreaks through an improved One Health approach. Working with RESPOND consortium partners, the University of Minnesota and Tufts University, developed a network of seven schools of public health and seven schools of veterinary medicine from six countries (Ethiopia, Kenya, Tanzania, Rwanda, DRC and Uganda) to build an improved curriculum foundation for improved key health surveillance and outbreak response skills, and understanding of One Health for future public and animal health practitioners.
