      John Rogan is the Co-Founder and Principal of Integrated Solutions Consulting (ISC).       Mr. Rogan served as the project manager for the Center for Disease Control and Prevention (CDC) directed Hospital Preparedness Program (HPP) Interoperable Communications Project for the Chicago Department of Public Health (CDPH) and the City of Chicago (City) Health Care System. Responsible for providing leadership and direction in developing a short-term plan and long-term strategy to improve the Interoperable Communications System of the City’s Health Care System (i.e. CDPH, approximately 40 City Hospitals, and the Office Emergency Management and Communications OEMC). The objectives of the project are: using SAFECOM standards for governance, operations, and technology - develop an assessment of current operations; develop a needs assessment and gap analysis using SAFECOM standards and national best practices; develop a short-term implementation strategy based on SAFECOM standards; and ultimately implement SAFECOM, Medical Surge Capacity and Capability (MSCC), and Hospital Incident Command System (HICS) guidance into a Healthcare System Interoperable Communications Strategy addressing governance, operations, and technology.

      John was the Assistant Director of Emergency Management for the City of Chicago (City) Office of Emergency Management and Communications (OEMC). During his four years with OEMC Mr. Rogan has been repeatedly recognized by federal, state, regional, and local homeland security and emergency management professionals as articulate, progressive, and dynamic in developing solutions for a wide range of complex incidents, exercises, and projects. during his time at OEMC, was in charge of the City’s adoption of the National Incident Management System (NIMS) – its component the Incident Command System (ICS), and the Homeland Security Exercise and Evaluation Program (HSEEP). This led Mr. Rogan being selected to lead and participate in the development of the City’s: Tactical Interoperable Communications Plan (TICP), Emergency Operations Plan (EOP), All-Hazard Mitigation Plan, and the Strategic National Stockpile (SNS) Distribution Plan. Additionally, Mr. Rogan introduced the concept public protective measures - stay-in-place, shelter-in-place, and evacuation into the development of the City of Chicago 2003-2004 All-Hazard Evacuation Plan. John was also selected to be the lead coordinator on full-scale exercises to include the State of Illinois FLUEX 2006, and the 2006 Chicago – Cook County TICP Validation Exercise. He also had critical participant roles in the 2003 Top Officials Exercise (TOPOFF) II and the 2005 CDC Cities Readiness Initiative Exercise.
