It was a pleasure working with John in UNICEF. He showed great enthusiasm and dedication and added huge value to the work as well as to the UNICEF Education Section as a whole. He successfully provided evidence-based policy advice to the education reforms being undertaken by the Ministry of Education, Youth and Sport helping to shape the agenda. His first class partnership building were also a major asset. I heartily recommend John for future roles due to his unique combination of skills and talent.

John Pereira has been an outstanding supervisor and manager in the field of education development in Cambodia. John promotes the agenda of development whilst respecting the local culture and conditions. John clearly has the respect of his colleagues in the Ministry which has made it easy to reach agreement on development objectives. I have been fortunate to have been engaged in part of Johns larger portfolio of work in Cambodia. During that time John has promoted decentralization of EMIS, clear strategic and collaborative planning between the key line departments of EMIS and Planning and promoted the use of best practice including piloting of an individual student tracking system and development of a school report card to promote community involvement in school development. John has be consistently supportive and available to offer excellent advice as required. He has helped promote collaboration between development partners and reduce duplication and confusion. John has coordinated and developed effective and successful plans and upheld the highest standards of UNICEF conduct. Cambodia has a low development index but rapidly changing however rapid change is leaving many groups marginalized and increasing the disparity between those with access to services and those without, thus widening the gap. John is able to work in this context and devise workable solutions for the programmes as well as the national institutions which will lead to effective targeting of those most in need. John works well with all implementing partners and has been able to develop sound professional relationships with Ministry Staffs and Development partners alike. In summary, John is an extremely competent education specialist who understands Cambodia very well. He is able to bring best practice examples to bear on UNICEF development efforts.

My experience in working with John C. Friend-Pereira allows me to write this recommendation quite easily. John, quite simply, is both an inspiration to those who he is advocating for and also to his fellow colleagues. He is a natural leader with great vision in identifying what are always the best options that are available to solving an issue. His selective and decision making skills are always accurate and successful because of his foresight and ability to structure concrete strategies, achieve goals, offer compromise when appropriate and satisfying the concerns of all parties when resolving issues.
