Jeremy was an excellent Chief of Party at EDC for the Sudan Radio Service project. He showed dedication to the mission of the project and worked extremely hard to carry out its goals. He related well to both his colleagues in the home office as well as those in Nairobi and Sudan, managing a large # of staff and a radio station. He worked to ensure quality in the broadcasts and the writing, and also worked well with each Sudanese reporter to improve their skills and provide them with on-the job training. I really enjoyed working with Jeremy!

      As chief of the French-to-Africa service, I transitioned our programming focus away from shortwave radio and introduced a new FM-centric schedule and programming approach, introducing top-of-the-hour newscasts, station IDs, public service announcements and other interstitials throughout the day. Collaborating with programming and technical teams outside the service, I helped develop several customized program streams feeding FM transmitters in key cities across francophone Africa.I formed and encouraged the first dedicated digital team in VOA's Africa Division, which quickly realized substantial growth and engagement on the service's web, mobile, and social media properties.I formed a new TV team to work on a variety of new video products, including Vous & Nous, a weekly show I developed that features stories about Americans and Africans doing extraordinary things to improve their lives and their communities. The show has been warmly received by audiences and TV affiliates, including RTI in Ivory Coast and B-One in the DRC.More broadly, I guided and monitored the day-to-day journalism , assigned special investigations, series, and reports, and reviewed content for quality and adherence to the VOA's mission and journalistic standards.I oversaw the workflow and staff needs to ensure that the team worked to its potential and that we were meeting the needs of our audience. I anticipated changes in the target region and the media to develop potential new products--such as the TV show Vous & Nous--that served our audience better.I supervised a team of nearly 40 full-time journalists and producers, keeping people on task and motivating them to do their best. I provided feedback and dealt with HR-related issues. I completed regular formal and informal performance reviews to help staff improve their work and steered their careers.I tracked and monitored a sizable budget, and utilized resources to accomplish service goals.       As chief of the Zimbabwe service, I worked to improve radio content by emphasizing more in-depth original reporting and less "reaction" journalism that simply follows up on reporting done elsewhere. I sought to standardize the reporting across all three languages then done by the service: English, Shona, and Ndebele.With Zimbabwe's high literacy rate and relatively high mobile phone penetration, I pushed for greater engagement online and on social media, which grew audience. I transitioned our daily headline-texting service away from an expensive SMS system to the free WhatsApp mobile application, garnering nearly 6000 subscribers in less than four months.I strengthened the service's stringer network, introducing and enforcing tougher journalistic standards and developing editorial and oversight skills among the service's key personnel.I also guided the transition of the Zimbabwe service from its status as a USAID-funded projected within VOA to a service fully funded by VOA. This was accomplished, despite very short notice by USAID, with no loss of personnel. I even managed to secure additional funding to provide COLA-level pay increases to contractor staff, who had not seen any change in pay in a decade.Outside the service, I worked with agency contracting, legal, and senior management staff to investigate and recommend a new approach to contracting personal services.
