      • Jul 2015 - Jan 2017

I led a team (6-12 staff) and the delivery of complex road, rail and freight transport planning studies which often result in major changes to the Department’s planning and its investments in the transport network. I guided and advised to technical staff, senior managers and other agencies on strategic transport planning matters. I developed the Strategic Freight Plan as part of the State's five-year Transport System Plan and acted as Planning Programs DirectorSELECTED CONTRIBUTIONS♦ Developed a Framework for the establishment of the Project and Stakeholder Engagement Plans, and Communication Strategy which provides a guide for the integration of freight transport planning across the State.♦ Member of the multi-disciplinary North Coast Line Action Plan Working Group which provided technical advice and direction, and ensures state-wide consistency, stakeholder engagement, and policy alignment.♦ Project Director for the Masterplan to upgrade the Warrego Highway East between Ipswich and Helidon Spa to motorway standard over a 20 year+ period.♦ Developed the State-wide Heavy Vehicle Network Plan (Stage 1) and QLD Freight Model to inform decisions about investments in the road freight network and identify the most appropriate road network for heavy vehicle movements.♦ Developed the Heavy Vehicle Road Access Guide for changes to the Route Assessment Guidelines to accommodate multi-combination vehicles and performance based standards vehicles to enable the suitability of roads proposed for high productivity vehicles to be more easily and more rigorously assessed.♦ Developed the State-wide Flooding Resilience Plan (freight) to identify and prioritise known flood locations, inform the development of the freight transport system and advise on the investments needed to improve flood immunity in key locations.♦ Developed a traffic simulation tool to assess the suitability of routes for extra-long Multi Combination Vehicles, particularly overtaking requirements.

Member of the Technical Advisory Group for Games network infrastructure and operations, transport control centre and intelligent transport systems. Challenged the proposed routes for road events which led to an alternative solution which reduced the potential impact on TMR network.♦ Developed detailed operational planning diversion routes and procedures for the Pacific Motorway in the event of major incidents between the Tugun-Bypass and Exit 16.♦ In managing a major chemical spill, minimised the impact on the road network through new signal coordination plans to open the bottleneck on the Gold Coast Highway.♦ Delivered planning for the Operations Strategy for the Southport Nerang Road and Beaudesert Nerang Road corridors that incorporated different daily demand patterns and competing priorities to minimise congestion.♦ Managed the design and installation of temporary traffic signals for the John Muntz Causeway Bridge Reconstruction and Beechmont Road Land Slip projects to ensure safe and reliable traffic conditions while enabling the construction works to be delivered on schedule. ♦ In managing the South Coast Region signalised/un-signalled Intersection Traffic Count Program, increased the number of intersection counts and achieved a 40% cost reduction from the original budget.
