  As a Program Analyst, analyze the needs of the organization's structure and prepares business cases to capture quantifiable and unquantifiable characteristics of proposed projects and future business system applications. Identify inefficient business operations by analyzing logistics impacts, performance gaps, and resources requirements of new, revised, or proposed programs. Formulate business solutions including schedule, cost, manpower, and technical viewpoints and coordinate with operating managers and supervisors to reach consensus. Plan, manage, and execute logistics management tasks fulfilling a broad scope of project responsibilities and ensure that planned logistical elements occur as approved. Advise management of requirements of existing and potential programs and make recommendations to improve program effectiveness. Assess program areas for current and future trends, and recommend programs to fit projected trends. Provide policy advice and guidance on new and proposed logistics policy formulation for agency-wide programs such as: Hazardous Materials Management System (HMMS), Materials Management Initiative (MMI), Alternative Fuel Initiative, Agency Sustainability Initiatives, and Federal Initiatives management intent and provides advice on new legislation. Review and recommend implementation of policies and procedures to enhance integration and modernization of agency/center logistics functions. Interpret public policy intent and legislative requirements to develop and analyze long-range logistics plans for large scale public events conducted for NASA. Provide authoritative technical decisions, advice and consultation on program/project variables and unknowns affecting planning, integration, coordination and critical management of problems associated with program/project management. Develop innovative controls, procedures, and policies to accommodate existing and anticipated event needs.
