Coordinated and planned the installation, removal/transfer and upgrade to all major and minor submarine training devices and simulators within the eight United States submarine training activities. Coordinated the efforts of the Naval Training Equipment Center, Naval Sea Systems Command, Chief of Naval Education and Training, Naval Underwater Systems Center, Naval Electronics Systems Command and all civilian contractors in the specifications and procurement of new submarine simulators, simulators and other training devices. I completed on-site inspections of newly installed systems. I conducted quality assurance and acceptance inspections of the new equipment for the Navy. I coordinated the efforts of ten other junior inspectors. I set up inspection schedules for the out years and budgeted expenses to conduct the inspections. I conducted audits of inspected facilities and contractor records. I wrote specifications for new training devices and simulators. I was the Chief of Navy Technical Training representative at the semi-annual Navy Submarine Training Conference at NTC Orlando FL. I attended numerous Navy training plans conferences as the representative in Washington DC with representatives from Chief of Naval Operations, NAVSEA, NAVELEX NUSC, NOSC, CNET, SP205 and all major defense contractors. I was the representative for the new TRIDENT Training Facility in Kings Bay GA. Coordinated training budget efforts for eight major submarine training activities. Investigated and resolved training problems at the eight activities. Conducted meetings and reviews with contractor support personnel and major training equipment suppliers to resolve schoolhouse training problems and equipment support issues. Monitored support contractor equipment repair and upgrade efforts and compliance with federal, state and local regulations.

Directly supervised the actions of nine Master Chief Petty Officers in their efforts to coordinate, plan and budget for Navy-wide submarine training in the following areas: Submarine sonar systems, submarine torpedoes and torpedo fire control systems, ballistic missiles and ballistic missile fire control systems, tomahawk and harpoon cruise missile and their associated fire control systems, radio, satellite and extremely low frequency ground wave communications systems, all cryptographic communications systems, radar and radar navigation systems, inertial navigation systems, piloting and navigation training systems, submarine data acquisition systems, all submarine tactical control systems. Representative at training acquisition and plans conferences throughout the United States at training activities, private civilian contractor sites, and other headquarters. The quality control review and acceptance for the Navy on all training and logistics support curriculum and other maintenance support documentation for the above areas. Directly planned, coordinated, budgeted, reviewed and approved for Navy acceptance of all curricula, integrated logistic support documentation for financial and manpower resources to support the development, updates and quality assurance reviews for 155 Submarine Officer Training courses. Conducted quality control inspection reviews for all civilian contractor-developed curricula and support documentation to ensure compliance with all training materials acquisition specifications contained in the Submarine Curriculum Development Specifications and the Military Standard for Contract Training Programs. Conducted quality control inspections for acceptance of all combat system, torpedo, missile, fire control, sonar, radar, navigation, communication training devices, simulators and stimulators. Conducted Quality assurance revalidation review inspections and audits . Advisor Chief Combat System and Submarine Officer Training and training resources.
