Chloe’s strength is her ability to find constructive solutions in difficult situations: a post-conflict environment, far away from the provincial capital, under time pressure and with little support or full understanding of her department. This allows DFAT to utilize the impressive networks and coverage that the PNDS Support Program has developed to support improved sub-national administration and service delivery, with a particular focus on rural water supply. Working with the broader Investment Design Team, we have developed a Theory of Change and key delivery strategies for the PARTISIPA investment. In October 2020 we road tested key elements of the investment design with Australian Embassy and government of Timor Leste counterparts, program team members, other donors and civil society. Based on the evidence, we provided practical advice for DFAT decision-making regarding extensions to two significant investments in their portfolio: MAHKOTA (Towards a Strong and Prosperous Indonesian Society) and the World Bank executed Partnership for Knowledge Based Poverty. Following the review, I worked with the Australian embassy and MAHKOTA teams to develop an updated Investment Design for the final three years of MAHKOTA, reflecting findings from the evaluation and shifts in the bilateral relationship.
