Dr. Rosario formerly served at the Houston Health Department (HHD) in the Bureau of Youth and Adolescent Heath, Director’s Office and Office of Adolescent Health and Injury Prevention (OAHIP) Division of Aging, Chronic Diseases and Injury Prevention (ACDIP) as the Management Analyst IV of the Office of Adolescent Health and Injury Prevention; the Data and Evaluation Specialist of Striving To Reduce Youth Violence Everywhere (STRYVE); co-chairman of Houston Youth Voice, Health & Safety Data Coalition Workgroup and the 1115 Waiver Reporting lead of the Diabetes Awareness & Wellness Network (DAWN) Center. The bureau umbrellas several of the department’s innovative programs aimed at addressing social factors that impact health. These include the Houston Healthy Adolescent Initiative; several adolescent health and leadership initiatives and a clinical and basic needs resource unit. He also served as the Planning Chief of Vision Partnership, Logistics Chief of Working Together for Readiness Conference and lead in recruiting hospitals/health systems to participate in its Early Event Detection (EED) Program. As part of its efforts to develop and enhance its syndromic surveillance reporting network, the City of Houston through its Public Health Preparedness has utilized the Real-time Outbreak and Disease Surveillance (RODS) system to collect and analyze existing, real-time data from hospitals in the Houston Metropolitan Area. HHD continually seeks to expand capacity and access to the EED to serve additional hospitals, regional Local Health Authorities (LHA) and other stakeholders in the jurisdictions of Texas Trauma Service Area QR and the Texas Department of State Health Services Public Health Region 6/5 South.

National Center for HIV, STD, and TB Prevention, Centers for Disease Control and Prevention (CDC) Atlanta, Georgia, U.S.A. • Assigned to the Prevention Informatics Office, Office of the Director, National Center for HIV, STD, and TB Prevention at CDC through Oak Ridge Institute of Science and Education • Participated as an integral member of a team on a CDC-Indian Health Service (IHS) collaborative project, The Infectious Disease Web Project (ID Web). The purpose of this project is to provide information on caseload and quality of care indicators related to HIV, STDs, and hepatitis B in 5 clinical facilities through a website accessible only to registered users. • Participated as an integral member of a team on a CDC-IHS collaborative project, The Map to LOINC Project. The purpose of this project is to create a semi-automated tool to map clinical laboratory data to Logical Observation Identifiers, Names, and Codes (LOINC) so that it can be exchanged with ease between different information systems. • Participated in National Electronic Disease Surveillance System (NEDSS) Workgroup and Informatics Meeting. • Evaluated the surveillance component of ID Web from an informatics perspective. • Presented an assessment of a web-based surveillance and quality of care improvement system (ID Web) from a public health informatics perspective. • Presented to audiences inside and outside of CDC on topics of interest to public health informatics.
