Alex is a superb leader & manager. I worked for Alex when he was leading a turnaround at one of the nation's largest government operated public transportation agencies. Alex has a deep understanding of the issues and challenges facing public transit, and the managerial expertise to lead an organization. He is equally versed in the strategic and implementation challenges facing organizations needing, or going through, significant change. During his tenure as the CEO of Metra, I saw first-hand how he embraced diverse perspectives, was supportive and loyal to staff, and led with vision, character, and conviction.

Alex is a superb administrator, who recommended numerous changes within our organization. He still found time in his hectic schedule to visit with employees and offer positive feedback. He was tasked with a very difficult position of rebuilding employee morale and restoring public confidence in a transit agency beset by various problems. During his time with Metra, he raised awareness and developed strategic direction relative to key issues such as the challenges of: achieving a state of good repair; positive train control; and equity in regional funding. During this period of time he initiated the process towards: meeting the State mandate for a regional fare media; the modernization of Metra’s fare collection system; replacing Metra’s obsolete financial system; and the development of Metra's first strategic capital plan. When Mr. Clifford arrived in Chicago in 2011, Metra was facing a $60 million structural deficit and was struggling with the challenge of identifying capital resources with which to procure new rail cars and locomotives and to keep up with the capital needs of the rail right-of-way. In his first year on the job he resolved the structural deficit, which in turn provide $60 million in additional programming for capital projects. During his first year he was also able to cure major FTA findings that resulted from a FTA Triennial review that had occurred just before his arrival.
